Reminders Before Re-opening on August 4

It’s only a few short days until we begin to welcome the children and families back to our programs.  We are very excited!

Please check out these quick reminders before you return.

Have you visited our website’s COVID-19 link at http://cooksdaycare.a/covid/?

The extra time Cook’s invested in our re-opening allowed us the opportunity to prepare information packages for parents/guardians, our staff and home child care providers using the recommendations of the Ministries of Education and Health. It is important that the information be reviewed.

Have you completed and returned the parent/guardian agreement?

No admittance is permitted until Cook’s has it.  You will find it at http://cooksdaycare.ca/covid/#parents.

Have you submitted your schedule?

The schedule forms can be completed and submitted from our website http://cooksdaycare.ca/forms-schedules-resources/. We need your hours of drop-off and pick-up to ensure our staffing is placed appropriately for care and disinfecting procedures.

Do you have copies of the screening checklist sheets?

Please be sure to have copies ready at home to complete and bring with you for your child and the individual who is dropping off. They can be found at http://cooksdaycare.ca/covid/#parents.

If you need copies, please let us know and arrange to come pick some up at your program location.

Important! Restricted entry to our programs is in place.

At this time, only the children are permitted entry inside the building (and approved visitors).

Do you receive fee assistance?

If you receive fee subsidy from the County of Northumberland, have you connected with your case worker to have your file re-opened?

How to safely approach your program…

We will have signs in place to safely greet you one family at a time.

Although our screeners will be wearing a face covering and shield, please wear a face covering to approach the entrance. Respecting directions benefits all!

Obligations for Cook’s Families – Preparing for Re-opening

The day when we welcome families back to our programs is getting closer. We are looking forward to re-connecting!

BEFORE Returning to Care

For families returning during the COVID-19 pandemic, you are required to do the following BEFORE your child can be admitted into your program location:

  1. Complete & return the COVID-19 Parent Agreement (link provided below).
  2. Confirm your schedule with the Cook’s.

Our website has been updated to include a direct link to COVID-19 information applicable to Cook’s at www.cooksdaycare.ca/covid, with a Package for Parents and details of the changes you will experience with us.

For those who prefer a hard copy of the information, please let us know and a package will be prepared for you.

Package for Parents (includes Guardians)

A Package for Parents is available at www.cooksdaycare.ca/covid.

Families must review the details in the package BEFORE returning to care. The package includes:

  • Covid-19 Policy & Supporting Documents
    It is particularly important to read: COVID-19 PLAN FOR SICK CHILDREN, EDUCATORS, OR PARENTS WITH POSSIBLE COVID-19 OR EXPOSURE TO COVID-19 – Revised July 6, 2020
  • Parent Agreement Form
    Must be completed and returned to Cook’s office before your child’s first day back into care
  • Parent & Child Daily Screening Form
    With the exception of the temperature, the screening checklist symptoms are completed on the form by you BEFORE arrival, for both you and your child. Every day your child attends, the completed checklists must be presented to the screener at the entrance to your program. The checklists will be kept at the program for the day if admittance is granted to your child and returned to you at the end of the day. Important: there must be a separate checklist for each child and adult arriving at the program. You can print the checklist forms you need or obtain copies from Cook’s office upon request.

Is Your Child Returning?

It is understandable that some families are not ready to have your children return to a group setting at this time. We do ask that you communicate your intentions clearly to help Cook’s determine our enrollment at re-opening and going forward.

Provincial Capacity Restrictions Still in Place

Please understand that there continues to be restrictions to the number of children we may offer spaces to and it is possible that until we are given permission to operate at full capacity, it may be necessary to place currently enrolled families on a temporary waitlist.

  • All families’ spaces are guaranteed when Cook’s is permitted to return to full capacity.
  • Centre programs for children entering JK and older, will be offered in the centre from August 4 to September 4 only.
  • The centre before and after school program will be suspended when school starts until further notice.

Who May Enter Our Programs at This Time?

Reminder:

ONLY staff/providers, children, and authorized visitors (special needs resource people, delivery) will be granted access inside the homes/centre.

Parents/guardians will not be granted access inside the homes/centre.

Re-opening Tuesday, August 4, 2020

We are pleased to advise you that Cook’s centre and home child care programs will reopen effective Tuesday, August 4, 2020.

We want to share some of the changes you can expect when your child returns back into care.

Spaces are Limited When We Re-Open

If you have not already done so, it is time to connect with the Cook’s office to discuss placement options. Because there continues to be Ministry-directed capacity restrictions, Cook’s will not be operating at full capacity when we re-open and spaces are limited.

Health & Safety Measures

Before re-opening, all centre staff and home child care providers will complete training requirements. Cook’s has introduced new health and safety measures as directed by the Ministry of Education and the Ministry of Health (HKPR District Health Unit).

COVID-19 Information

Our website (www.cooksdaycare.ca) is being updated to include more detailed information about what is being done to manage the risks associated with COVID-19. Shortly, all families will be given online access to the new policies and required protocols. The new measures include individual daily health screening (for staff, home care providers, children, parents, and authorized visitors) prior to admittance to the program and new cleaning and disinfecting measures.

Early Learning Environment and Program Changes

  • Less children in each room. (as directed by the Ministries of Education and Health).
  • Same group of children will stay together (“cohorting”) and will not mix with other groups.
  • The same staff will work with one group of children.
  • Storage for children’s personal belongings will be spaced (i.e., use every second cubby).
  • Less children at each table for play, snacks, and lunch.
  • Toys or equipment that are difficult to clean and disinfect will be stored prior to re-opening and not used at this time (e.g. area carpets, plush toys, dress-up clothes, puppets, books, board games).
  • Craft materials will be provided in individual kits/baskets for each child.
  • Sensory activities (examples: water table, sand table, playdough, goop), will not be provided at this time.
  • Where possible, outdoor playtime will be increased.
  • Staff will incorporate fun learning activities that teach children about physical distancing and personal hygiene.

Drop Off and Pick Up Process

ONLY staff/providers, children, and authorized visitors (special needs resource people, delivery) will be granted access inside the homes/centre at this time. Parents/guardians will not be granted access inside the homes/centre at this time.

Health Screening

  • This screening will be done by trained staff.
  • Children and parents will be formally screened for illness daily at drop off.
  • An individual screening checklist with questions that have been provided by public health will be provided in advance for your child and you to complete before arrival for both you and your child. Every day your child attends, the completed checklists must be presented to the screener at the entrance to your program. The checklists will be kept at the program for the day if admittance is granted to your child and returned to you at the end of the day. Important: there must be a separate checklist for each child and adult arriving at the program.
  • Limiting the number of adults dropping off and picking up a child to one person is important to control congestion at the entrance.
  • You and your child will have your temperature taken by the screener each day before admittance of your child is granted. A fever is 38.7 °C and higher.
  • The presence of symptoms indicated on the screening form will be discussed on an individual basis to determine if admittance of your child can happen.

If Your Child is Granted Admittance for the Day

  • At drop off, if your child is healthy, and screening is completed, the home provider or a staff member will meet you at the front entrance and escort your child inside to their activity area.
  • At the end of each day, when you arrive at your program, call the home/centre phone number. The home provider or a centre staff member will escort your child to the front entrance where you can pick them up.
  • Please allow extra time for both drop off and pick up.

Consultation: Strengthening Early Years and Child Care in Ontario

Have your say on child care in Ontario! The Ontario government is undertaking a review of the Child Care and Early Years Act, the legislation that governs child care in Ontario. As part of their consultation, the government has posted online surveys. Share your feedback to help improve the rules under Ontario’s Child Care and Early Years Act, 2014.

There are two surveys, one for families and one for people working and volunteering in the child care sector.

When you are completing the survey, please consider including the 3 Big Ideas for a Universal Child Care System:

  1. Low fees or no fees for families
  2. Decent work and pay for early childhood educators
  3. Enough spaces for all

Re-opening Delayed

On June 9, Cook’s informed you that we will remain closed until at least June 19.

Since the Province announced on June 9 that licensed child care may re-open on Friday, June 12, Cook’s has been carefully taking the time required to plan and develop the policies, plans and training required by the Province to re-open safely.  This step to re-opening continues to be a sizeable task requiring the input of the entire Cook’s team followed by approval from HKPR District Health Unit and the Ministry of Education Licensing division.

Cook’s is still attempting to secure adequate health and safety supplies to ensure that we are confident in the safety measures we are putting in place to protect the children and educators.

CHALLENGING RE-OPENING RESTRICTIONS

The Province has significantly restricted the number of children we may accept back to the centre during phase 2.  The current guidelines allow us to accept less than half of our licensed capacity but increase the number of staff for additional screening and health and safety measures.

The capacity for our home child care settings remains the same, but the level of attention to heightened screening and safety measures is significant.

As a not-for-profit charitable organization, it is concerning that our financial health will be significantly pressured because of decreased revenue from parent fees and increased staff and safety expenses.  The Province has indicated there will be funding to assist with expenses; however, there is not clear direction yet.  The County of Northumberland is working hard to get answers and support the early learning and child care programs in our County.

The Cook’s board of directors is meeting on June 22 to discuss our re-opening and consider next steps.  There is also a County meeting scheduled for next week that will hopefully provide details regarding funding support.  Without funding support, our re-opening is challenged.

RE-OPENING DATE TO BE CONFIRMED

Until Cook’s is able to determine that we can maintain financial stability to ensure our service can continue for many years, the re-opening date and the impacts of the new requirements must be given careful consideration.

Special note:  When we are permitted to open at full capacity, your space will be there for your child.  During the time when the Province is limiting the spaces we can offer, we will follow the Province’s priority guidelines.

WHAT CAN YOU DO NOW?

Some children’s personal belongings remain in their home child care setting and cubbies at the centre.  Centre families are asked to please connect with Sharon at vic.park@cooksdaycare.ca or 905-372-2143 to make arrangements to pick up your child’s items. Home child care families can connect with your home child care provider if you have not already done so.  It is likely the sizes are no longer appropriate, or perhaps your child no longer requires diapers.

When the time comes to re-open, we must be able to distance the belongings of those children who are able to return in Phase 2.

Virtual Rally for Child Care

A call to action from the Association of Early Childhood Educators, Ontario, and the Ontario Coalition for Better Child Care

Ontario deserves better! ECEs, early years staff, and operators have been long ignored by the Province. During the closure period we asked for communication, transparency, and consultation in developing a reopening plan. We didn’t get it – despite the OCBCC and AECEO Report and Recommendations, From Reopening to Recovery.

Children, families, and educators deserve safe, quality programs when they reopen – and this takes funding and time. The Province’s ‘reopening plan’ missed the mark. We demand and deserve better.

Join the Association of Early Childhood Educators Ontario, the Ontario Coalition for Better Child Care, the Atkinson Centre for Society and Child Development, and your colleagues from across Ontario on Friday, June 12 at 11 am for a Virtual Rally for Child Care – we will raise our collective voice and take collective action together. Registration is to participate in the Virtual Rally via Zoom, however space is limited on Zoom and once registration is full you can still participate as the Virtual Rally will be broadcasting live through AECEO Facebook page.

Re-opening Plans | Good News Coming Soon!

The Province announced that licensed child care may re-open on Friday, June 12.

AS THE PREVIOUS EMAIL BLAST INDICATED, COOK’S WILL REMAIN CLOSED UNTIL AT LEAST JUNE 19.

Prior to reopening, Cook’s is taking the necessary time and steps to ensure that we are confident in the safety measures we are putting in place to protect the children and educators.

It is critical that Cook’s secures adequate health and safety supplies and coordinate our re-opening plans with the HKPR District Health Unit to ensure compliance with current public health directives.

It is our hope to provide more concrete information to families about our re-opening date and the safety measures in place very soon.  Please stay tuned!

Help Us Plan for Re-Opening | Closure Extended Until at Least June 19

The Ontario government, after consultation with the Chief Medical Officer of Health, has extended all emergency orders currently in force under s.7.0.2 (4) of the Emergency Management and Civil Protection Act until June 19, 2020.

Cook’s continues to follow the direction of government officials during this pandemic and will remain closed until at least June 19.


REMINDER:  Your Help is Needed

As previously indicated, the Province has indicated child care will re-open in phase two. We do not have a definite re-opening date but are trying to determine how many families will require our service when the OK is given.  Please send a quick email if you have not already done so to indicate your intentions.

Reminder:  We do not know how many children the Province will allow us to provide care for when we re-open; therefore, we cannot guarantee yet if space will be available for what you request.  There are still many unknowns at this point, and we will share details as they become available.

Important:  Fees for care will not be assessed and billed until your placement is guaranteed.


It is our plan to provide guidelines recommended by authorities to families as soon as possible.  We will work together to support a re-opening that is as safe as possible for our Cook’s family.
